Beslissen is deciding one-way-or-the-other. Does one team win or the other? Does the divorcing husband get the house or the wife? Think: resolving a dispute.
Besluiten is more the formulation of a policy or a law: one of many possible ones, not so much a binary choice.
Besluiten can also mean to put an end to something, say finishing a speech. "Hij besloot met te zeggen ..." He finished by saying.... Besloten can also mean: behind closed doors.
